I'm not terribly familiar with SVG in Framer yet. Does anyone know if it's possible to place an SVG path on a layer, and scale the layer without increasing the stroke width of the path?

Kind of. Yes. You can.

The problem is when I scale the SVG inside Framer, svg gets blurred and I don't know why

You can also check on http://snapsvg.io/. Just download the file and copy the Javascript file to the framer project and add the link to the html. Snapsvg gives you a better handle on svg's.

Here's a prototype that I built using SnapSvg. http://share.framerjs.com/44bx6hb2150i/

Also, I think this method works well. You have to make sure the viewBox size of the SVG tag and the layer you want to map it to are the same size when you design it.
