Is this expected? I don't remember framer layers behaving this way before but I could be wrong. When I scale layerA, it becomes very blurry and pixelated

Yes it is. Scale is on the GPU and fast but only uses initial pixels. Width/height is on the CPU but re-renders for every step so slower.
To get the best of both, render your image at the largest size you are going to use it. Then scale it down, and for the animation up again.
