is there a way to animate to a *scroll* position programmatically in Framer? Something like scrollTo? Most of the examples use a draggable element to achieve this.

I'm dealing with the same issue and haven't had any luck finding a solution. Hopefully someone can chime in on this. I was attempting to animate the y position of the child scrollable layer and then update it mathematically based on the scrollY value of the parent layer once the user scrolls up/down again, but I couldn't get that to work either.

You could do it in a hacky way and import jQuery, which supports animating the scroll position. To get the DOM element corresponding to a framerjs layer, use layer._element

Ryhan has it. Just remember that animation scroll not so performant (uses the cpu).
