Pretty frequently I get views that have text in them or have effects get rendered at the wrong size, cropping the text or stretching the image. Is there a good way for me to document/report these to help?

My workaround for this is not to have groups and layers on the same level. When everything is in groups, it tends to work OK.
Do you have any specific examples you can share?
I thought I had this problem, too, and after an hour of troubleshooting I realized I had my browser zoomed to 90% :3
Ha yep, zoom kaboom. It really messes things up randomly, I guess that's a chrome rounding problem. Maybe it's views with odd dimensions?
So here is the thing to understand: if you use view.scale it takes the current pixels for that view and scales it. This way it's very fast because it's all on the gpu.
But if you go from 1.0 to 2.0 you're going to see pixels, especially with straight lines like fonts. A trick for this is to make the views as big as the biggest scale they will get and scale them down initially. So from 0.5 to 1.0 in this case.
I was zooming out my browser to see retina designs at a more realistic size on desktop. At 50% zoom many views had rounding errors, causing the background images of the views to go out of whack.
Ahh. Yeah, that doesn't work.
I've fooled around with making a Device simulator that'll let you run your Framer prototypes on the desktop just like it'd run on a device. Another option is to just use the iOS simulator, but then you need XCode installed and then jump through a few hoops.
Yeah the zooming really depends on the browser and version. In my experience Safari is mostly ok, but Chrome really varies from week to week.
