How would I write an if statement to detect if a slider knob was being moved - something like if slider.knob.move == true...

Beyond that you have to setup something like:

if layer.x is >= 30
do this

You're close, Neil. All draggables in Framer have the properties .isDragging, .isMoving and .isAnimating that you can check at any time.
